摘　　要：【目的】为保证人工影响天气作业的安全,需要对人工影响天气作业火箭(简称“人影火箭”)弹药安全产品从生产到使用整个过程中的所有信息进行跟踪查询。当前主流产品质量安全系统控制方式高度集中化、数据易被篡改,未能达到预期的产品质量监督效果。为保障人影火箭作业安全、有效监管产品质量,构建了“三码合一”安全管理平台。【方法】基于加密管理器、电子延期芯片、安全锁定器和密码管理平台,设计一个覆盖国家、省、市、县、作业点、厂家的六级人影火箭作业安全管理平台。只有当芯片码、人影火箭码和发射密码三码相互匹配且采用指令点火时,人影火箭才能正常发射。【结果】“三码合一”安全管理平台通过整合多维度数据,提高信息采集的广度与深度,从而实现对产品质量的全方位监督与验证。【结论】“三码合一”安全管理平台为人影安全风险预警预测、安全防控和动态监督提供数据服务,为全国人影工作安全运行提供坚实的信息化保障。[Purposes]To ensure the safety operation of weather modification,tracking and tracing all the information of weather modification rocket ammunition safety products from production to use are needed.However,the current mainstream product quality and safety system control mode is highly centralized,the data is easy to be modified,and the expected product quality supervision role can not be achieved.In order to ensure the safety of weather modification and effectively supervise the quality of products,the“three codes in one”security management platform was built.[Methods]Based on encryption manager,electronic delay chip,security lock and password management platform,a weather modification rocket security management platform at six levels covering nation,province,city,county,opera⁃tion site and manufacturer is designed.Only when the chip code,weather modification rocket code and launch code match each other and use the command ignition,the normal launch of weather modification rocket can be ensured.[Findings]By integrating multidimensional data,the“three codes in one”safety management platform enhances both the breadth and depth of information collection,which enables com⁃prehensive supervision and verification of product quality.[Conclusions]The“three codes in one”safety management platform provides data services for early warning and prediction of human shadow safety risks,safety prevention and control,and dynamic supervision,and provides a solid information guarantee for the safe operation of national human shadow work.
