地方政府推进农村电子商务的注意力分配与发展逻辑——基于176份地方政策的量化分析

摘　　要：农村电商是统筹推进智慧农业和数字乡村建设的重点工作,研究地方政府农村电子商务政策的发展对优化农村电子商务政策体系具有重要意义。本文通过构建“政策主题-政策工具-政策主体”三维框架,对176份地方政策进行了分析。研究结果表明:(1)通过LDA模型分析,地方政府的农村电子商务政策主题可以概括为应用类主题和保障类主题两大类,应用类主题中乡村振兴强度最高,保障类主题中监督监管主题强度最高。(2)地方政府在政策工具的使用中偏好于使用环境型工具和供给型工具,子工具的使用存在均衡性失调,存在明显的注意力分配差异。(3)政策主体以商务厅、农业农村局、供销社、发展改革委员会等部门为主,政策主体网络呈现出“核心—边缘”结构,且核心主体地位稳固。Rural e-commerce is a key task to promote the construction of smart agriculture and digital countryside in a coordinated manner,and it is of great significance to study the development of rural e-commerce policies of local governments to optimize the rural e-commerce policy system.This paper analyzes 176 local policies by constructing a three-dimensional framework of"policy theme-policy tool-policy subject".The results of the study show that:(1)through the analysis of LDA model,the rural e-commerce policy themes of local governments can be summarized into two categories:application themes and protection themes,with the highest intensity of rural revitalization in the application themes and the highest intensity of supervision and regulation in the protection themes.(2)Local governments prefer the use of environment-based and supply based tools in the use of policy tools,and there is a balanced imbalance in the use of sub-tools,with obvious differences in the allocation of attention.(3)The policy subjects are mainly the Department of Commerce,the Bureau of Agriculture and Rural Development,the Supply and Marketing Bureau,and the Development and Reform Commission,etc.The network of policy subjects shows a"core-edge"structure,and the core subjects have a solid position.
