摘　　要：作为“千万工程”迭代升级的重要平台和抓手,全域土地综合整治工作广受关注和重视。全域土地综合整治聚焦解决发展中产生的空间矛盾,对优化国土空间布局,服务乡村全面振兴具有特殊意义。全域土地综合整治的内容包括:对田、水、村、路、林、矿的整治;其特征:重视各级国土空间规划、重视服务城乡融合协同发展、重视发挥整治平台的综合作用、重视人本理念,突出以人为本、总结经验,探索有效途径;实施基本原则:以人为本、人民至上,规划引领、统筹谋划,实事求是、量力而行,积极主动、共建共享,立足当前、谋划长远。As an important platform and lever for the iterative upgrading of the"Ten Million Project",the comprehensive land consolidation work in the whole area has received widespread attention and importance.The comprehensive land consolidation focuses on resolving spatial contradictions arising from development,which has special significance for optimizing the spatial layout of the country and serving the comprehensive revitalization of rural areas.The content of comprehensive land consolidation in the whole area includes the consolidation of fields,water,villages,roads,forests,and mines;Its characteristics:attaching importance to land and spatial planning at all levels,emphasizing the coordinated development of urban-rural integration,emphasizing the comprehensive role of the rectification platform,emphasizing the concept of people-oriented,summarizing experience,and exploring effective ways;Basic principles of implementation:Putting people first and putting the people first,planning guidance and overall planning,seeking truth from facts and acting within our capabilities,actively taking the initiative,jointly building and sharing,based on the present and planning for the long term.
