摘　　要：为了解决贵阳市医疗卫生项目纸质手工申报过程复杂、管理模式落后等问题,通过对目前贵阳市医疗卫生科研项目申报管理流程进行详细调研分析,设计了基于工作流的科研项目申报管理系统。首先通过对市卫生健康局、市医学会等项目申报主管、承担部门进行实地调研,深入访谈,详细了解科研项目申报流程及用户的个性化需求。然后利用软件工程方法,经过概要设计、详细设计、编码、测试等流程对系统进行了研究与设计,以科研项目管理工作流为主线,从项目申报、审批、评审等过程逐步设计。开发基于工作流的医疗卫生科研项目申报管理信息系统,完成了用户注册、项目管理、人员管理、项目审批、综合查询等功能。系统覆盖贵阳市属27家二、三级医疗机构和150多家基层医疗卫生机构,实现了区域内医疗卫生项目申报的无纸化管理,提高了项目申报管理的工作效率。In order to solve the problems of complicated paper manual declaration process and backward management mode of medical and health projects in Guiyang City,a scientific research project declaration management system based on workflow is designed through detailed investigation and analysis of the current medical and health research project declaration management process in Guiyang City.First of all,through on-the-spot investigation and in-depth interviews with the project declaration supervisors and undertaking departments of the Municipal Health Bureau and the Municipal Medical Association,we have a detailed understanding of the scientific research project declaration process and the personalized needs of users.Then,using the software engineering method,the system is studied and designed through the process of outline design,detailed design,coding and testing.Taking the scientific research project management workflow as the main line,the system is gradually designed from the process of project declaration,approval and review.The medical and health research project application management information system based on workflow is developed,and the functions of user registration,project management,personnel management,project approval and comprehensive query are completed.The system covers 27 secondary and tertiary medical institutions and more than 150 primary medical and health institutions in Guiyang,realizes the paperless management of medical and health project declaration in the region,and improves the work efficiency of project declaration management.
