大国竞争背景下日本政府科技创新政策的价值观取向

摘　　要：当前,科技创新领域正日益成为各国竞争和合作的焦点,也是衡量一国综合实力和国际地位的重要新指标。特朗普政府将中国视为全球唯一竞争对手,拜登政府重拾盟友理念,强化美西方盟友间在科技领域上的合作,以达到竞赢中国的目的。中美战略竞争进入白热化阶段,日本经济颓势和新兴科技浪潮是日本政府重视科技创新的主要动因。稳固并发挥日美同盟基轴作用,加强两国间科技创新领域的全面合作,是日本将科技与价值观外交结合的支柱。此外,构筑四边安全对话等“小多边”价值观机制,建立排他性的封闭科技小圈子;突出与中国价值观的显著差异,并将中国视作战略竞争对手,是日本政府在科技创新领域价值观表现的“两翼”。对此,中国政府应争取美西方阵营中可以结交的国家,扩大南南合作和科技创新合作,强化自身过硬科技实力。At present,the field of scientific and technological innovation is increasingly becoming the focus of competition and cooperation among countries,and it is also an important new indicator to measure a country's comprehensive strength and international status.The Trump administration regards China as the only competitor in the world,and the Biden administration returns to the concept of Allies and strengthens the cooperation between the Western Allies in the field of science and technology to achieve the purpose of competing with China.The strategic competition between China and the United States has entered a white-hot stage,the declining Japanese economy and the emerging wave of science and technology are the main reasons for the Japanese government to attach importance to scientific and technological innovation.To consolidate and play the role of the cornerstone of the Japan-US alliance and strengthen the comprehensive cooperation in the field of scientific and technological innovation between the two countries is the pillar of Japan's diplomacy of combining science and technology with values.In addition,the establishment of a"small multilateral"value mechanism such as the four-sided security dialogue,and the establishment of exclusive closed scientific and technological circles;Highlighting the significant differences with Chinese values,and considering China as a strategic competitor,is the"two wings"of the Japanese government's value expression in the field of scientific and technological innovation.In this regard,the Chinese government should seek to make friends with countries in the Western camp of the United States,expand South-South cooperation in scientific and technological innovation,and strengthen its own excellent scientific and technological strength.
