省域实施企业创新积分制促进科技金融融合的举措研究——以云南省为例

摘　　要：全国各地正在引导金融机构大力支持科技创新,推动发展新质生产力。但部分省市支持企业创新的资金主要以财政单一投入、发挥引导撬动作用为主,面向市场主体的科技金融融合深度还不够、路径还不清。在全国推广科技部企业创新积分制的背景下,以云南省作为案例,从省级层面制定贯彻落实国家政策的角度,研究提出省域实施企业创新积分制促进科技金融融合的新举措,分析提取地方区位、资源、经济、社会、企业和文化等特征数据指标,利用大数据模型和人工智能算法训练优化企业积分权重,为科技型企业金融服务提供精准画像,形成省级区域科技金融深度融合政策体系和数字底座,建立由省级部门通过组织手段强化相关部门和地市级、区县级的统筹协调等机制平台,有利于国家科技财政金融政策落地取得实效。Financial institutions across the country are being guided to vigorously support technological innovation and promote the development of new quality productive forces.However,in some provinces and cities,the funds supporting enterprise innovation mainly rely on single fiscal investment and play a guiding and leveraging role.The depth and path of technology and finance integration for market entities are still insufficient.Under the background of the national promotion of the enterprise innovation points system of the Ministry of Science and Technology,this paper takes Yunnan Province as an example,and studies and proposes new measures to promote the integration of science and technology finance by implementing the enterprise innovation points system at the provincial level from the perspective of formulating and implementing national policies at the provincial level.Through the analysis and extraction of local location,resources,economy,society,enterprises,culture and other characteristic data indicators,the big data model and artificial intelligence algorithm are used to train and optimize the enterprise points weight,so as to provide a precise portrait for the financial services of science and technology enterprises,and form a policy system and digital base for the deep integration of science and technology finance at the provincial level.The establishment of a mechanism platform for provincial departments to strengthen the overall coordination of relevant departments and prefecture-level,district-level and county-level through organizational means is conducive to the implementation of national science and technology financial policies.
