摘  要:1954—2023年,日本对非洲科技援助历经70余年的发展与调整,经历了经济发展、政治导向和科技援助成型3个阶段,并通过派遣专家、接收研修人员、技术合作项目等方式,在农林水产、公共/公益事业、人力资源等多个领域,为非洲引进吸收先进技术和工艺、学习创新管理制度和方法、培养专业人才等提供了有力帮助,同时也给日本带来了巨大的利益。在推动“一带一路”建设和构建“中非命运共同体”的过程中,日本对非洲科技援助在顶层设计、“软科学”建设、多元合作及精细化管理等方面的做法和经验值得中国借鉴。From 1954 to 2023,Japan’s scientific and technological assistance to Africa has undergone more than 70 years of development and adjustment,and has gone through three stages:economic development,political orientation,and the formation of scientific and technological assistance.By dispatching experts,receiving trainees,and technical cooperation projects,it has provided strong assistance to Africa in introducing and absorbing advanced technologies and processes,learning innovative management systems and methods,and cultivating professional talents in many fields such as agriculture,forestry,fisheries,public welfare,and human resources,and has also brought huge benefits to Japan.In the process of promoting the construction of the“the Belt and Road”and building a“China-Africa community with a shared future”,Japan’s practices and experience in scientific and technological assistance to Africa in top-level design,“soft science”construction,diversified cooperation and refined management are worthy of China reference.
