都市圈发展战略下市域(郊)铁路公交化运营的制度障碍与改造模式

摘　　要：市域(郊)铁路大运量、快速和高效的运输功能可有效满足都市圈较大空间尺度的运输需求,是都市圈空间格局的重要支撑。由于条块分割的行政管理体制,国内存在国铁制式和城轨制式两类市域(郊)铁路。国铁制式市域(郊)铁路刚性运营的模式效率低下,并存在与都市圈发展相割裂等问题,有必要对其进行公交化改造,以盘活铁路资源,服务国家都市圈发展战略。目前,在国家都市圈发展战略的指引下,对市域(郊)铁路公交化改造存在地方政府主导新建、铁路部门垂直经营和路地合作三种模式。铁路行业垄断经营是造成国铁制式市域(郊)铁路公交化改造困境的体制原因。市域(郊)铁路公交化改造需在铁路行业运营环节推进市场化改革,支持地方政府提出的市域(郊)铁路公交化运营方案。系统总结市域(郊)铁路公交化改造的模式与路径,能够拓展对铁路等垄断行业改革的研究,对于铁路部门与地方政府之间探索创新合作模式、支持都市圈发展具有重要的参考意义。The large-volume,fast and efficient transportation functions of urban(suburban)railways can effectively meet the transportation needs of the metropolitan area on a larger spatial scale and are an important support for the spatial pattern of the metropolitan area.Due to the divided administrative management system,there are two types of urban(suburban)railways in the country:the national railway system and the national railway system.The rigid operation model of the national railway standard urban(suburban)railways is inefficient and separated from the development of metropolitan areas.It is necessary to carry out public transportation transformation to revitalize railway resources to serve the development strategy of the national metropolitan area.At present,under the guidance of the national metropolitan area development strategy,there are three models for the public transportation transformation of urban(suburban)railways:new construction led by local governments,vertical operation by railway departments,and road-local cooperation.Monopoly operation in the railway industry is the institutional reason for the dilemma of public transportation transformation of national railway standard urban(suburban)railways.The public transportation transformation of urban(suburban)railways needs to promote market-oriented reforms in the operation links of the railway industry and support the public transportation operation plan of urban(suburban)railways proposed by local governments.Systematically summarizing the models and paths of public transportation transformation of urban(suburban)railways can expand research on the reform of monopoly industries such as railways,and has important reference significance for exploring innovative cooperation models between railway departments and local governments to support the development of metropolitan areas.
