八师石河子市城管综合行政执法困境及对策研究

摘　　要：为贯彻落实中央关于深入推进城管综合行政执法体制改革的要求,2019年,八师石河子市从职能设置、制度机制与组织重构等多方面推进城管综合执法体制改革,经过三年的改革,城管综合行政执法工作取得初步成效。本文在师市城管综合行政执法改革取得初步成效的背景下,立足执法工作具体实践,概括总结师市城管综合行政执法基本情况与现状,分析在执法依据、执法力量、执法环境等方面面临的困境,并提出相应的对策。In order to implement the requirements of the central government on further promoting the reform of the integrated administrative law enforcement system of urban management,in 2019,Shihezi City of Eight Divisions promoted the reform of the integrated administrative law enforcement system of urban management from many aspects such as function setting,institutional mechanism and organizational restructuring.After three years of reform,the integrated administrative law enforcement work of urban management has achieved initial results.Under the background that the reform of urban management comprehensive administrative law enforcement in Shishi city has achieved initial results,based on the specific practice of law enforcement work,this paper summarizes the basic situation and current situation of urban management comprehensive administrative law enforcement in Shishi City,analyzes the difficulties faced in the aspects of law enforcement basis,law enforcement force and law enforcement environment,and puts forward corresponding countermeasures.
