摘　　要：土地储备专项债券作为地方政府专项债券的一部分,它不但规范和约束了地方政府的土地储备融资行为,而且通过合规的途径满足了土地储备项目合理的资金需求,这同时也有助于保证土地市场的有序与健康运行,也更加体现土地储备在新型城镇化建设中发挥着不可估量的作用,从而为我们高质量推进新型城镇化建设提供了稳固的支持。本文针对土地储备专项债券重启的必要性、重启后完善土地储备专项债券相关政策的建议深入分析。通过系统梳理政策演变与实施效果,探讨了专项债券在土地储备领域的优化路径,为完善土地储备融资机制提供了理论依据和实践参考。Land reserve special bonds as part of the local government special bonds,it not only regulate and restrain the local government land reserve financing behavior,and through compliance to meet the land reserve project reasonable capital demand,it also helps to ensure the operation of orderly and healthy land market,also more reflect land reserve in the new urbanization construction plays an immeasurable role,thus high quality to promote the new urbanization construction provides a solid support.This paper makes a simple analysis on why the land reserve special bond is suspended,whether the restarted land reserve special bond can solve the problem of serious shortage of land reserve project funds,and the significance of revitalizing the stock of idle land.
