精准查新视角下多查新点委托现状与受理对策研究

摘　　要：科技查新中出现多查新点委托已较为普遍,且部分委托中存在不精准不规范现象,严重影响了查新工作效率和查新报告质量。文章对多点委托现象进行现状调查,梳理出以面代点、以线代点、以词代点、以重代点四大类不规范现象,并在精准查新视角下提出细化、精化、合化、优化相应对策。对委托人多点委托时不同(性质、地域)要求进行分析讨论。文章认为,查新人员应审慎对待多点查新,积极沟通,去伪存真,去粗取精,以实现精准查新,提高服务质量和客户满意度。Multi-point entrustment is common in scientific and technological novelty search,and some entrustments are inaccurate and non-standard,which seriously affect the efficiency of novelty search and the quality of report of scientific and technical novelty search.This paper investigates the current situation of multi-point entrustment phenomenon,and summarizes the non-standard phenomenon into four categories:surface replacement,line replacement,word replacement,and key point replacement,and puts forward the corresponding countermeasures of refinement,synthesis and optimization from the perspective of accurate novelty search.This paper analyzes and discusses the different requirements(nature and region)of multi-point entrustment.This paper holds that the novelty search personnel should be careful to handle the multi-point entrustment,and actively communicate with clients for novelty search,get the exact novelty retrieval points,so as to achieve accurate novelty retrieval,improve service quality and customer satisfaction.
