摘 要:质量检测是保障工程项目建设质量的必要措施。针对水利工程质量检测标准化工作中存在的不同层级,不同系统制度、标准体系相对复杂,市场准入、持证上岗、收费标准不统一或相对落后等问题,基于全面质量管理理论(TQM)和检测工作的人机料法环测分析(5M1E分析法),从质量检测监管体系、制度体系、检测全过程管理和评价体系4个维度讨论建立水利工程质量检测全过程标准化体系的总体思路,提出了针对性的具体措施建议,可为水利工程质量检测体系高质量建设和发展提供参考。Quality inspection is a necessary measure to ensure the construction quality of engineering projects.The overall idea of establishing a standardized system for water conservancy engineering quality inspection from 4 dimensions:quality inspection supervision system,institutional system,inspection process management and evaluation system,based on the theory of Total Quality Management(TQM)and the method of Manpower,Machine,Material,Method,Measurement,Environment Analysis(5M1E analysis)in inspection,in response to the problems as different level and system,relatively complex standard systems,inconsistent or relatively outdated measures in market access,certification for employment and charging standards in the standardization of quality inspection for water conservancy engineering.Specific measures and suggestions are also proposed,providing reference for the construction of a quality inspection system for water conservancy engineering.
