我国政府推进体育产业高质量发展的注意力研究

摘　　要：政府的注意力配置反映政策文本的整体取向,决定体育产业的发展倾向。基于注意力理论,文章以我国2012-2022年间60份相关体育产业政策文本为研究对象,运用文本分析方法,借助ROST CM 6.0软件和QSR Nvivo14软件对我国政府关于体育产业高质量发展的注意力进行研究。结果表明:我国政府对体育产业高质量发展的注意力强度呈现出提质探索、创新转型、调整攀升和高位跌宕四个阶段。研究基于政策语义网络认为,国家战略、焦点事件和议题诉求驱动了我国政府对体育产业高质量的注意力。研究提出:央地政府间注意力不一致时,促进政府对治理目标变化的回应性变迁;政府与社会注意力一致性时,推动政府对治理节奏冲击的及时性调整;政府与公众注意力失匹配时,推进政府对治理资源错位的整体性思考。The government's attention allocation reflects the overall orientation of policy texts and determines the development tendency of the sports industry.Based on the theory of attention,the article takes 60 relevant sports industry policy texts in China during 2012-2022 as the research object,and utilizes the text analysis method to study the attention of Chinese government on the high-quality development of the sports industry with the help of ROST CM 6.0 software and QSR Nvivo14 software.The results show that the intensity of Chinese government's attention on the high-quality development of the sports industry presents four stages:quality enhancement and exploration,innovation and transformation,adjustment and climb and high fall.Based on the policy semantic network,the study concludes that national strategies,focus events and issue demands drive the attention of Chinese government to the high quality of the sports industry.The study proposes that:when the attention between the central and local governments is inconsistent,it promotes the government's responsive change to the change of governance objectives;when the attention between the government and the society is consistent,it drives the government's timely adjustment to the impact of the governance rhythm;and when the attention between the government and the public is mismatched,it pushes forward the government's holistic thinking about the misalignment of governance resources.
