摘　　要：运用文献资料法、政策内容分析法等研究方法,对2004至2024年我国体育非遗代表性传承人认定政策的演进历程、特征及阈限进行梳理,旨在反思和启示当前体育非遗代表性传承人认定的政策执行实践问题。研究认为,体育非遗代表性传承人认定政策演变过程,分为酝酿初创期(2004—2010年)、快速发展期(2011—2020年)、高速稳定期(2021—2024年)3个阶段,表现出政策执行主体角色转换、政策环境的理念更新和政策内容指标细化等特征。但是,体育非遗代表性传承认定政策执行实践需要重视政策规范性与执行灵活性的匹配、认定公平性与效率性的平衡、认定政策普适性与个性化的兼容等阈限问题。这些问题的解决,有助于完善体育非遗代表性传承人认定制度,推动中国体育非遗治理的现代化进程。This paper analyzes the evolution,characteristics and threshold of the policy on the identification of representative inheritors of sports intangible cultural heritage in China from 2004 to 2024 by using research methods such as literature data method and policy content analysis method,aiming to reflect on and reveal the current policy implementation practice on the identification of representative inheritors of sports intangible cultural heritage.According to the study,the evolution process of the identification policy of representative inheritors of sports intangible cultural heritage can be divided into three stages:incubation period(2004-2010),rapid development period(2011-2020),and high-speed stability period(2021-2024),which show the characteristics of the role transformation of the main body of policy implementation,the concept update of the policy environment,and the elaboration of policy content indicators.However,the implementation practice of sports intangible cultural heritage representative inheritance recognition policy needs to pay attention to the matching of policy standardization and implementation flexibility,the balance of recognition fairness and efficiency,and the compatibility of recognition policy universality and individuality.The solution to these problems will help improve the identification system of representative inheritors of sports intangible cultural heritage and promote the modernization process of China's sports intangible cultural heritage management.
