摘　　要：群众路线是党的生命线和根本工作路线,在“从群众中来,到群众中去”的过程中,始终保持党的领导与人民诉求同向前行。随着互联网技术在人民群众网络社会生活中的普及和发展,互联网空间成为展现社情民意、释放民众诉求的重要渠道与平台。问需于民,问计于民,广开言路,大兴调查研究之风,需要将党的群众路线拓展到网络,实现线上线下的联动,利用网络的便捷性,精准把握老百姓的“急难愁盼”,通过网络化渠道能够更好地观民生、察民情、顺民意、集民智、聚民力,擘画网上网下同心圆,充分发挥人民群众智慧,从而实现网上网下群众工作互动互联、人民要求与党的主张同频共振。网络群众路线利用网络拓展群众路线的工作范围、组织形式和实践路径,是不断继承和发展党的群众路线的产物,既传承着建党百余年来群众路线的经验传统,也承载着网络社会新的诉求与独特价值,是进一步坚持马克思主义群众观、做好新阶段新形势下群众工作的应然之策。丰富的实践经验、先进的数字技术和人民群众对美好生活的向往为网络群众路线提供了坚实的基础,使其在系统组织动员和优化服务质量上取得了良好成效。但同时,网络群众路线在践行过程中也存在着部分党员领导干部网络素养不高、网络空间公私权边界模糊、工作机制尚不够完善等困境。有效践行网络群众路线,应当从主体维度上强化党员领导干部素养与能力、价值维度上引领公私权统筹协同、制度维度上加强长效化机制。The mass line is the lifeline and fundamental work method of the Party,maintaining alignment between Party leadership and the people’s demands through the process of“from the people,to the people”.With the widespread adoption of internet technology in the societal and daily lives of citizens,cyberspace has become a vital platform for expressing public sentiment and voicing demands.Understanding and addressing people’s needs,seeking their counsel,and fostering participatory research require extending the Party’s mass line into the online realm.This entails creating a synergy between online and offline efforts,leveraging the internet’s convenience to accurately gauge the urgent concerns of citizens.Through digital channels,it becomes easier to observe livelihoods,discern public sentiment,align with popular will,harness collective intelligence,and mobilize public strength.This approach forms a cohesive online-offline framework to unify societal effort,harness popular wisdom,and ensure alignment between public demands and the Party’s agenda.The network-based mass line is an evolution of the Party’s mass line,extending its scope,organization,and practical methods into the digital age.It is a continuation of the Party’s century-long tradition of engaging with the masses,while also addressing the unique demands and values of the internet era.By integrating Marxist principles on the role of the masses with contemporary technological advancements,the network-based mass line responds to new societal challenges,fulfilling the imperative of improving governance in the new era.Ample practical experience,advanced digital technologies,and the public’s aspirations for a better life have laid a solid foundation for the network-based mass line,enabling improvements in systemic organization,mobilization,and service quality.However,challenges persist,including inadequate digital literacy among some Party officials,blurred boundaries between public and private spheres online,and incomplete institutional frameworks
