摘 要:二十大报告中提出“确保粮食、能源资源、重要产业链供应链安全”,确保粮食安全是国家发展的重要保障。探究从生产到消费各环节中的粮食浪费现状及原因对推动粮食全链条的节粮减损具有重要意义。本研究概述了当前中国粮食在种植端“收后储前”、收储端、加工端3个环节粮食损失的现状,找出各主体环节在粮食流通过程中持续存在的粮食损失问题,提出了加快粮食减损技术研发,提高软硬件储粮设备装备,使粮食各主体参与粮食供应链,利用供应链管理手段共同合作提高粮食减损水平,以及以政府强引导为推动力实现主体环节共同节粮减损的对策。在国家大力支持“节粮减损”的政策背景下,各主体需选择适合的方式提高粮食减损水平,减少粮食损失带来的利益损失,使粮食提质减损增效,提高各粮食主体和整个链条的共同收益。The report of the 20th National Congress of the Communist Party of China proposed to ensure the security of food,energy resources,and important industrial and supply chains.Ensuring food security is an important guarantee for national development.Exploring the current situation and reasons for food waste in various stages from production to consumption is of great significance for promoting food conservation and loss reduction throughout the entire food chain.This paper provided an overview of the current situation of grain loss in the three stages of planting,storage,and processing in China,and identified the persistent grain loss problems in each main stage of grain circulation.Some suggestions were put forward from accelerating the research and development of grain loss reduction technology and improving software and hardware grain storage equipment,the participation of various entities in the grain supply chain,the use of supply chain management methods to jointly cooperate and improve the level of grain loss reduction,and the implementation of measures to jointly save and reduce grain loss in the main links driven by strong government guidance.In the context of strong support from the government for the policy of"saving grain and reducing losses",all parties are expected to choose appropriate ways to improve the level of grain loss reduction,reduce the loss of benefits caused by grain loss,improve the quality,reduce losses,increase efficiency of grain,and enhance the common benefits of all grain parties and the entire chain.
