摘 要:当前,社区更新治理普遍面临财政资金支持力度有限、社会资本介入门槛较高、存量社区空间制约等问题。本文以成都市黉门街社区为例,剖析黉门社区基金的基本构建模式、创新做法与成效,总结其可复制推广的经验并提出政策建议。我国城市发展已进入城市更新重要时期,可借鉴“社区企业拓展社区商业、社区商业反哺社区基金、社区基金助力社区更新”的发展路径,探索建立以社区基金为平台的多方合作机制,推动闲置资产功能挖潜和盘活,注重回应社区需求和服务盲点,实现基金运作管理规范透明,激发居民参与自治的内生动力。Current initiatives in community renewal and governance often encounter limited fiscal resources,high barriers to social capital engagement,and restrictions imposed by existing community spaces.Using the Hongmenjie Community as a case study,this paper examines the foundational structure,innovative practices,and outcomes of the Hongmenjie Community Fund,then summarizes replicable lessons and proposes policy recommendations.As China enters a critical phase of urban renewal,this study highlights a development path wherein“community enterprises expand community commerce,community commerce replenishes the community fund,and the community fund propels community renewal.”It also explores establishing a multi-party collaboration mechanism centered on a community fund to unlock the potential of underutilized assets,address community needs and service gaps,ensure transparent fund operations,and foster residents’intrinsic motivation for self-management.
