全球南方视域下印度尼西亚与非洲经贸合作探析

摘　　要：在全球南方合作不断深化的背景下,佐科政府提出“超越万隆精神”的理念,积极推动与非洲国家的经贸合作,并提升印尼在南方国家中的影响力。印尼与非洲国家拥有深厚的传统友谊,双方在自然资源方面的禀赋也非常优越。新时代,在自由积极外交政策的推动下,印尼与非洲国家不断在经济领域深化合作。然而,印尼在对非经济外交方面仍存在一些短板,包括对非知识赤字、缺乏战略性的政策指引以及外交资源分配不平衡等,这将阻碍印尼与非洲合作走深走实。对此,印尼政府着重打造印尼—非洲论坛,以此为双方经贸合作的主要抓手;同非洲国家参与以印度洋区域为主的多边合作,拓展双方合作的宽度与广度;并计划与第三国在非洲市场开展合作,以弥补自身能力不足。印尼不断完善与非洲国家经贸合作框架,为全球南方国家树立新合作典范的同时,不断增强印尼的外交自信与影响力,为塑造其全球南方重要角色甚至领导角色奠定基础。In the context of deepening cooperation among Global South countries,the Joko Widodo administration proposed"carry forward the Bandung Spirit",actively fostering economic and trade relationships with African countries to bolster Indonesia's standingg among Southerm nations.Indonesia and Africa share a long-standing friendship,and both have abundant natural resources.Entering the new era,driven by proactive foreign policies,Indonesia and African countries have continuously deepened their economic cooperation.However,Indonesia encounters hurdles in its economic diplomacy towards Africa,such as insufficient knowledge,a lack of strategic policy direction,and an uneven distribution of diplomatic resources,which could hinder the deepening and substantiating of Indonesia-Africa cooperation.To address this,the Indonesian government has established the Indonesia-Africa Forum as the primary vehicle for their economic and trade cooperation.It has participated in multilateral cooperation centered around the Indian Ocean region with African countries,aiming to expand the scope and depth of their collaboration.In addition,it has actively sought out cooperation opportunities with third countries in the African market to compensate for its own capacity shortfalls.Indonesia continuously improves the mechanism for economic and trade cooperation with African countries,setting a new example of cooperation for Global South countries,while enhancing Indonesia's diplomatic confidence and influence,laying the foundation for shaping its important role in the Global South.
