摘　　要：结合水利水电工程的特点,对水利水电建设征地工作中存在的主要问题进行了分析,探讨了征地补偿标准和政策执行的差异性、土地使用权转移的挑战及环境与社会影响评估的不足,提出了强化政策透明度和公正性、实施综合性的安置规划项目,加强环境影响与社会影响评估等措施,可以有效推动水利水电工程项目的稳步发展。This paper analyzes the main problems existing in land acquisition for water conservancy and hydropower construction based on the characteristics of water conservancy and hydropower projects,discusses the differences in land acquisition compensation standards,the challenges of land use right transfer and the shortcomings of environmental and social impact assessment,and puts forward measures to strengthen policy transparency and fairness,implement comprehensive resettlement planning,and strengthen environmental and social impact.It can effectively promote the steady development of water conservancy and hydropower projects.
