短中长期政策“组合拳”实现以进促稳目标

摘　　要：中央经济工作会议作出系统部署,提出了2025年经济工作的总体要求和政策取向。针对会议推出短期、中期及长期相结合的“政策组合拳”的政策取向,分析了目前我国宏观经济现状,建议2025年在短期政策上采取“超常规逆周期”调节政策,全方位扩大内需;中短期政策上从政策驱动型复苏向市场自主型复苏转变;中长期政策上深化改革,推动新旧增长动能转换,提高潜在增长率。The Central Economic Work Conference,in response to the current economic situation,has set forth a plan for 2025.This plan emphasizes the need for immediate action,particularly the adoption of unconventional counter-cyclical adjustment policies to comprehensively expand domestic demand.A significant aspect of this plan is the shift from policy to market-driven recovery in the short and medium term.For medium and long-term policies,reform should be deepened to enhance the potential growth rate through the transition from old to new growth drivers.
