摘　　要：林业碳汇债券作为一种创新性的金融工具,为林业碳汇项目提供了新的融资渠道,可有效支持“双碳”目标的实现。文中从林业碳汇债券市场的参与主体、发行标准和债券种类3个方面介绍国际林业碳汇债券发展现状,并梳理了我国林业碳汇债券市场发展状况;分析我国林业碳汇债券市场发展面临的瓶颈,包括多头监管体系亟需优化、主体参与度有待提升、林业碳汇债券产品单一、信息披露透明度不足等;结合国际经验,分别从政府、发行主体和投资主体3个层面提出推进我国林业碳汇债券市场发展的建议。Forest carbon sink bond, as an innovative financial instrument, provides a new channel to finance forest carbon sink projects, which can effectively contribute to the achievement of the carbon peaking and carbon neutrality goals. This paper introduces the development status of international forest carbon sink bonds from the three aspects of market participants, issuance standards, and bond types, and reviews the market development of China’s forest carbon sink bond. The bottleneck problems facing the development of forest carbon sink bonds in China are analyzed, including the needs to optimize the fragmented regulatory system and to increase participants’ participation, the lack of diversity in forest carbon sink bond products, and low transparency in information disclosure. In view of international experience, the paper provides suggestions for promoting the development of China’s forest carbon sink bond market from the perspectives of governments, issuers, and investors.
