我国国家步道体系建设的理论探析与实践进路——基于环浙步道的实证研究

摘　　要：基于“点-轴”空间发展理论视角,采用参与式观察和半结构访谈的方法,构建步道“点-轴”促进城乡资源双向互动的理论框架;基于环浙步道的建成经验梳理步道的功能导向和建成路径,在此基础上提出我国国家步道治理实践行动模型。研究发现:1)就理论探析而言,步道“点-轴”空间具有四阶段核心结构发展过程,乡村成为步道轴线交汇中心,在渐进式扩散作用下,城乡之间各自优势资源双向互动、融合发展。2)就实践进路而言,步道具有守护生态环境、促进全民健身和助力乡村振兴的功能,应以顶层设计为先、以找代建为本、数字赋能为重、路网相连为续贯穿步道体系建设全过程。由此构建的国家步道治理实践行动模型能够为步道建设者和利益相关者制定多阶段策略提供指引。Grounded in the“point-axis”spatial development theory and using the research methods of participant observation and semistructured interviews,a theoretical framework of the“point-axis”of trails facilitating the two-way interaction of urban and rural resources is established.Subsequently,based on the successful experience from Trails in Zhejiang Province,the functional orientation and completion pathways of trails are sorted out.On this basis,a practical action model for the governance of national trails in China is proposed.The findings of this study are as follows:1)Theoretically,the“point-axis”spacial structure of trails undergoes a four-stage core structure development process.Rural areas become the intersection center of the trail axis,and under the gradual diffusion effect,the respective advantageous resources of urban and rural areas interact and integrate in a bidirectional manner.2)As to practical approaches,trails have the functions of protecting the ecological environment,promoting mass fitness activities,and helping rural revitalization.Throughout the process of trails system establishment,a top-level design should be followed in the first place,utilizing existing quasi-trail resources to avoid opening up new trails,focusing on digital empowerment and road network connectivity.The thus established action model of national trails governance practice is useful for guiding trail developers and stakeholders in formulating multi-stage strategies.
