摘　　要：[研究目的]联合国维和情报观指联合国对维和情报的看法或态度。目前国内外学界鲜有对联合国维和情报观的系统研究,深入理解联合国维和情报观有助于充实联合国维和情报研究的内容和丰富情报研究的内涵。[研究方法]采用文献分析法和定性研究法,全面阐释了联合国维和情报观的嬗变,并以此为基础系统阐述了联合国维和情报观嬗变的动因、特征与影响。[研究结果/结论]国际形势的变化、联合国维和行动复杂性的提升、联合国成员国政治考量的纠缠与联合国秘书长维和情报认识的深化促动着联合国维和情报观从消极到温和再到积极最后到进取的嬗变,其嬗变历程主要表现出坚持透明性,必要性至可行性路径跨越,保障行动、提供预警、辅助决策作用依次而变至融合,结构、技术、政策、文化要素偶有涉及至一体的特征,从而推动了联合国维和情报专业化建设,提升了联合国维和行动的效率与促进了国际情报合作的发展。[Research purpose]The United Nations(UN)peacekeeping-intelligence outlook refers to the UN view or attitude toward peacekeeping-intelligence.At present,there are few systematic research on the UN peacekeeping-intelligence outlook in domestic and foreign academia and an in-depth understanding of the UN peacekeeping-intelligence outlook can help enrich the content of research on UN peacekeeping-intelligence and the connotation of intelligence research.[Research method]Using the methods of literature analysis and qualitative research,the article comprehensively explains the evolution of the UN peacekeeping-intelligence outlook,and based on this,the motivations,characteristics,and impacts of the evolution are systematically analyzed.[Research result/conclusion]Changes in the international situation,the complexity of UN peacekeeping operations,the involvement of political considerations of UN member states and the deepening of the UN Secretary-General's understanding of peacekeeping-intelligence have contributed to the transformation of the concept of UN peacekeeping-intelligence from a negative to a moderate to a positive and finally to an enterprising approach.The evolution has demonstrated the persistence of transparency,the leap from necessity to feasibility,the fusion of roles of supporting operation,providing warning,and supporting decision,and the integration of structural,technological,policy-related and cultural elements,thus promoting the professionalization of UN peacekeeping-intelligence,enhancing the efficiency of UN peacekeeping operations and fostering the development of international intelligence cooperation.
