摘　　要：[研究目的]旨在对我国各级政务服务网站在个人隐私保护方面的表现进行量化评价,进而推动我国政务服务网站隐私保护政策的合规性水平提高。[研究方法]从“公开透明、选择同意、安全保障、主体参与”四大核心维度出发,构建了针对我国政务服务网站的隐私政策合规性评价指标体系。融合了层次分析法与熵值法确定各维度的权重分配。随后,选取全国28项代表性隐私政策作为样本,进行实证分析,以验证并优化所构建的评价指标体系的实践效能。[研究结果/结论]研究发现我国政务网站隐私政策合规性水平整体不高,两极分化严重,70%政务网站隐私政策合规性水平不合格,且呈现出明显地区差异。[Research purpose]This study aims to quantitatively evaluate the performance of government service websites at all levels in China in terms of personal privacy protection,thereby promoting the enhancement of the compliance level of privacy protection policies on these websites.[Research method]An evaluation index system for the compliance of privacy policies on government service websites in China has been constructed,focusing on four core dimensions:"openness and transparency""informed consent""security assurance"and"user participation".A combination of Analytic Hierarchy Process(AHP)and Entropy Weight Method was used to determine the weight distribution of each dimension.Subsequently,28 representative privacy policies from across the country were selected as samples for empirical analysis to verify and optimize the practical effectiveness of the constructed evaluation index system.[Research result/conclusion]The study found that the overall level of compliance with privacy policies of government service websites in China was not high,and the polarization was serious.Nearly 70%of government service websites failed to meet the standard of privacy policy compliance,and there were obvious regional differences.
