摘　　要：新时代背景下,能源安全的内涵已经从单一的能源供应安全扩展到低碳、可持续发展和生态保护等多个维度。中国作为全球能源消费和进口大国,正面临着在保障能源供给的同时实现生态文明建设和碳达峰、碳中和目标的双重任务。能源安全法律体系的完善是促进能源安全与可持续发展协同推进的重要保障。为适应新时代能源安全的内涵演变,应更新能源领域立法的法律理念,将生态文明和“双碳”目标纳入法律框架,将二者的核心要素与能源安全的法律概念相融合。这一过程不仅包括对现行能源类法律的修订、完善,以适应能源安全的新时代需求,还应加强对能源的法律监管和对补贴政策的优化。通过以上措施,确保新能源发展过程中的生态环境保护,推动能源结构的低碳转型,为实现能源安全的自主性和多元化提供法律制度保障。In the new era,the connotation of energy security has expanded from a singular focus on energy supply security to multiple dimensions,including low carbon development,sustainable growth,and ecological protection.As a major global energy consumer and importer,China is facing the dual task of ensuring energy supply while achieving the goals of ecological civilization construction and carbon peaking and carbon neutrality.The improvement of the energy security legal system is an important guarantee for promoting the coordinated advancement of energy security and sustainable development.In order to adapt to the evolution of the connotation of energy security in the new era,the legal framework for legislation in the energy field should be updated,ecological civilization and"Double Carbon"goals should be incorporated into the legal framework,and the core elements of the two should be integrated with the legal concept of energy security.This process not only includes the revision and improvement of existing energy laws to adapt to the needs of the new era of energy security,but also strengthens legal supervision of energy and the optimization of subsidy policies.Through the above measures,we will ensure ecological and environmental protection during the development of new energy,promote the low carbon renovation of the energy structure,and provide legal and institutional guarantees for achieving autonomy and diversification of energy security.
