中国式现代化民主观的理论探源、内容特质和实践成效

摘　　要：民主是中国共产党人矢志不渝的价值追求,是推进中国式现代化的内在要求。从理论来源来看,中国式现代化的民主观继承并发展了马克思主义民主观,借鉴并吸纳了中华优秀传统文化中的民本学说,扬弃并超越了西方哲学中的人本观念。从主要内容来看,中国式现代化的民主观在特质层面实现了形式民主和实质民主的统一,在原则层面实现了坚持党的领导、人民当家作主和依法治国的统一,在目标层面实现了人民主体、人民参与和人民共享的统一,在实践层面实现了民主选举、民主协商、民主决策、民主管理和民主监督的统一。就其实践成效来看,中国式现代化的民主观实现了对西方中心主义民主的祛魅,既为构建社会主义民主话语体系贡献了中国范式,又为塑造发展中国家的民主形象分享了中国经验,还为人类命运共同体建设提供了中国方案。Democracy is both the unswerving pursuit of the CPC and an intrinsic requirement for Chinese-style modernization.From the dimension of theoretical sources,the democratic concept of Chinese-style modernization inherits and develops Marxist democratic theory,draws upon and absorbs the people-oriented theory of fine traditional Chinese culture,and abandons and transcends the humanistic concept of Western philosophy.From the dimension of the main content,the democratic concept of Chinese-style modernization achieves the unity of formal and substantive democracy at the level of qualities,the unity of party leadership,governance of the country by the people,and law-based governance at the level of principles,the unity of the principal status of the people,the participation of the people,and the sharing fruits by the people at the level of goals,and the unity of democratic election,consultations,decision-making,management,and supervision at the level of practice.In terms of practical effectiveness,the democratic concept of Chinese-style modernization has disenchanted Western-centered democracy,which has contributed to providing a Chinese paradigm for a socialist democracy discourse system,sharing Chinese experience in shaping the image of democracy in developing countries,and offering Chinese proposals for the construction of a global community with a shared future.
