我国文化产业园区发展政策:实施效果、现实困境与创新趋向

摘　　要：纵观我国文化产业发展历程,政策对产业发展具有非常重要的推动作用。文化产业园区作为文化产业发展的重要平台,更是深受政策影响。文章分析得出,文化产业园区发展政策呈现出明显的体系化特征,体系化政策叠加效应已经形成,文化产业园区获得快速发展,并成为文化产业发展高地,引领区域文化产业发展。但与此同时也存在政策差距大、政策覆盖面窄、行业靶向作用弱等问题。因此,可从以下方面进行政策创新:一是顺应文化产业发展趋势,以政策创新引导制高点打造;二是立足地方优势文化产业,以政策创新引导特色培育;三是针对文化产业园区产业短板,以政策创新扩大覆盖面;四是放大文化产业园区高地效应,以政策创新强化辐射带动。Throughout the course of China's cultural industry development,policies have played an extremely significant guiding role in driving the growth of the industry.Cultural industrial parks,serving as crucial platforms for the advancement of the cultural in-dustry,are profoundly influenced by such policies.This paper researches and concludes that the development policies of cultural indus-trial parks exhibit a marked characteristic of systematization;the cumulative effect of systematic policies has taken shape,leading to rapid development of these parks with their establishment as high ground for cultural industry development,thereby spearheading re-gional cultural industry growth.However,concurrent issues exist,including significant disparities in policy application,narrow policy coverage,and weak targeted effects on specific sectors.Looking forward,to propel the high-quality development of cultural industrial parks,policy innovation can be pursued from several directions:1.adhering to the evolving trends of cultural industry development,in-novate policies to guide the creation of strategic high points.2.anchoring on local strengths in cultural industries,utilize policy innova-tion to nurture distinctive features and specialties.3.addressing inadequacies within the industrial structure of cultural industrial parks,expand policy coverage through innovative measures.4.amplifying the highland effect of cultural industrial parks,reinforce their radia-ting influence through policy innovation.
