老年人文化权益保障的内涵与重点问题分析:基于政策文本的考察

摘　　要：保障老年人文化权益是“十四五”时期我国积极应对人口老龄化、建设高品质老龄事业、丰富老年人精神文化生活的重要内容。为了解我国老年人文化权益保障的政策现状,文章对各类政策文本展开调研,从中央层面的政策要求和地方层面的政策推进分析相关政策的演变与发展。结合政策内容,文章对老年人文化设施使用权益、文化信息获取权益、文化生活参与权益、文化成果共享权益以及文化权利平等保护权益等基本文化权益进行政策指引分析,提出应重点关注老年人基本文化权益的界定问题、老年人非基本公共文化服务保障问题、老年人文化权益的平等性问题等三类问题。The protection of the cultural rights and interests of the elderly was an important part of China's active re⁃sponse to the aging of the population,the construction of high-quality aging undertakings and the enrich⁃ment of the spiritual and cultural life of the elderly during the 14th Five-Year Plan period.In order to un⁃derstand the current situation of the policy on the protection of the cultural rights and interests of the elder⁃ly in China,this paper investigated various policy texts,and analyzes the evolution and development of rele⁃vant policies from the policy requirements at the central level and the policy promotion at the local level.Combining with the policy content,this paper made a policy guidance analysis on the basic cultural rights and interests of the elderly,such as the right to use cultural facilities,the right to obtain cultural informa⁃tion,the right to participate in cultural life,the right to share cultural achievements and the equal protec⁃tion of cultural rights.Finally,the paper put forward that we should focus on the definition of the basic cul⁃tural rights and interests of the elderly,the protection of non-basic public cultural services for the elderly,and the equality of the cultural rights and interests of the elderly.
