摘　　要：开展林权数据整合,健全完善林权数据库,是林权不动产登记规范化的基础和前提。针对原有林权数据存在档案资料不全、电子化程度不高、权属重叠多等系列问题,本文结合株洲市清理规范林权确权登记历史遗留问题试点工作,总结了林权数据清理规范的基本思路,构建了“图、属、档”一体化的林权登记数据库。同时,对整合过程中存在的问题进行了摸底归类和针对性的分类施策,逐步规范林权登记成果。实践证明,林权数据整合成果已完整导入不动产登记数据库,支撑日常林权登记业务常态化开展,后续可为全省范围内林权数据整合工作的全面铺开提供思路,为推进集体林权制度改革提供支撑保障。The basis and premise for the standardization of forest ownershipreal estate registration is to carry out the integration of forest ownershipdata and improve the database.Aiming at the problems of incomplete archival materials,limited digitization,and multiple overlapping ownerships in existing data,this article combines the pilot work of clearing and standardizing the historical legacy issues of forest ownershipregistration in Zhuzhou city,summarizes the basic ideas of forest ownershipdata clearing and standardization,and constructs an integrated forest ownershipregistration database of"maps,ownerships,and files".Additionally,by identifying and categorizing the problems that exist during the integration process,we have gradually standardized the results of forest ownershipregistration.Practice has proven that the integration of forest ownershipdata has been completelyintegrated into the real estate registration database,supporting the normalization of daily forest ownershipregistration business.Subsequently,it will provide ideas for the comprehensive integration of forest ownershipdata throughout the province and provide support and guarantee for promoting the reform of the collective forest ownershipsystem.
