基于GIS的河长制综合管理信息平台建设探究

摘　　要：充分利用GIS、物联网以及移动互联等先进技术,设计并优化了河长制管理中的河长巡河和涉水事件上报两个主要业务流程,构建了“河湖一张图”数据库,搭建河长制综合管理信息平台,并通过平台的河长制Web端子系统和河长制App端子系统,实现了综合看板、实景管理、一河一档、信息发布、河长签到、我要巡河以及事件上报等功能,极大地提高了河湖管理效率。By making full use of advanced technologies such as GIS,Internet of Things,and Mobile Internet,this paper designs and optimizes two main business processes of river chief patrols and water-related incident reporting in river chief system management,constructs a database of"One map of rivers and lakes",and develops an integrated management information platform of river chief system.Through the platform′s river chief system Web terminal subsystem and river chief system App terminal system,it realizes the functions such as comprehensive kanban,real scene management,one river one file,information release,river chief sign in,river patrols,and incident reporting,greatly improving the efficiency of river and lake management.
