摘　　要：实施有效权力监督是党实现长期执政的最大挑战。党的二十届三中全会指出,在进一步全面深化改革、推进中国式现代化中要“完善党和国家监督体系”。新时代以来相关建设成就为此提供重要经验启示和实践路径。在理论创新上,新时代锚定“实现人民幸福”价值目标、灵活运用辩证法思维,将完善党和国家监督体系的重大意义上升到党长期执政和国家治理现代化的认识高度,并形成监督工作“四个统一”的宏观方略与实践原则。在实践成就上,通过完善党规国法,实施一系列体制机制改革,使党统一领导、全面覆盖、权威高效的监督体系不断健全,为实现全面从严治党提供全方位制度支撑,为打赢反腐败斗争建立健全高效能体制机制,管党治党从宽松软走向严紧硬,反腐败斗争取得压倒性胜利并全面巩固。The implementation of effective power supervision is the biggest challenge for the Party to achieve long-term governance.The Third Plenary Session of the 20th CPC Central Committee pointed out that in further comprehensively deepening reform and promoting Chinese modernization,it is necessary that“Party and state oversight systems will be improved”.Relevant construction achievements since the new era have provided important experience and enlightenment and practical path.In terms of theoretical innovation,in the new era,we will pursue the value goal of“achieving people’s happiness”,flexibly use dialectic thinking,raise the significance of improving Party and state oversight systems to the understanding height of the Party’s long-term governance and the modernization of national governance,and form a macro-strategy and practical principle of“four unities”in the oversight work.In terms of practical achievements,by improving Party regulations and state laws,and carrying out a series of institutional reforms,we will improve the total coverage,authoritative,and highly effective oversight systems under the Party’s unified leadership,provide all-round institutional support for comprehensively and strictly governing the Party,establish sound and efficient institutions and mechanisms for winning the fight against corruption,and change its management of the Party from broad and weak to strict and firm.The fight against corruption has won an overwhelming victory and been comprehensively consolidated.
