摘　　要：近年来,随着全面从严治党的深入,基层党组织建设取得长足发展。基于大量田野调查发现,基层党建工作效能在保持总体向好的同时仍有不足,集中表现为一些地方存在的党建内容的形式化、党建作用的“两张皮”等。基层党建工作效能不足的主要成因包括:定位存在认识误区、考评机制有待完善、行政进场与扁平替代等。基于此,应科学认识基层党建定位与作用、切实提升党建考核质量和实效、牢牢抓住党建引领核心与功能,不断提升基层党建工作效能。In recent years,with the deepening of Party’s strict self-governance in every respect,the building of commuity-level Party organizations has made great progress.Based on a large number of field investigations,it is found that the efficiency of commuity-level Party building work remains good while there are still shortcomings,which are concentrated in the formalization of Party building content in some places and the“disconnect between Party building and business work”in the role of Party building.The main factors of the lack of efficiency of commuity-level Party building include:misunderstanding of orientation,the performance assessment and evaluation of Party building to be improved,government procurement activities carried out on specific trading platforms or markets,and flat substitution.Based on this,we should scientifically understand the orientation and role of commuity-level Party building,effectively improve the quality and effectiveness of the performance assessment and evaluation of Party building,firmly grasp the leading core and function of Party building,and constantly improve the efficiency of commuity-level Party building work.
