全球碳中和潮流下中国“双碳”行动的战略意涵与双重价值

摘　　要：自2020年“双碳”目标提出以来,“双碳”行动已经被置于当前中国内政外交战略议程的突出位置。“双碳”行动将推动中国能源体系的清洁化转型和产业结构的低碳化调整,将带动一场广泛而深刻的经济社会发展的系统性变革。本文通过对中国“双碳”行动及其战略意涵的深度剖析,以此来确定它在整个中国式现代化建设战略中的地位与作用;同时,分析“双碳”行动对全球气候治理的影响以及它与全球气候治理之间的相互作用,由此来理解中国在当前全球气候治理中的地位与作用。“双碳”行动顺应全球绿色低碳转型大势,其所推动的经济社会高质量发展与中国式现代化的内在要求与目标指向具有高度的同一性,“双碳”行动的内在规定性与内在指向性同中国式现代化建设目标高度契合,这是“双碳”行动的内在价值之所在;鉴于中国在全球气候治理中的关键地位,中国的“双碳”行动本身就是中国作为一个负责任大国的全球主义价值追求,也是中国主动担当大国责任、推动构建人类命运共同体的重要体现,是全球气候治理的关键行动。中国的“双碳”行动与全球气候治理形成既相互支撑又相互制约的复杂关系,具有强烈的外在规定性和外在指向性,这是“双碳”行动的外在价值之所在。Since the proposal of the"Dual Carbon"target in 2020,the"Dual Carbon"action has been placed in a prominent position on China′s current domestic and international agendas.The"Dual Carbon"action will promote the clean transformation of China′s energy system and the low-carbon adjustment of its industrial structure,driving a wide-ranging and profound systemic change of economic and social development.This paper takes an in-depth analysis of China′s"Dual Carbon"action and its strategic implications,through which we seek to define its position and role within the overarching strategy of Chinese-path modernization.Meanwhile,the paper analyzes the impact of the"Dual Carbon"action on global climate governance and its interaction with global climate governance,thereby understanding China′s significance and role in current global climate governance.The"Dual Carbon"action conforms to the global trend of green and low-carbon transformation.The high-quality economic and social development it promotes has a high degree of identity with the internal requirements and goal orientation of Chinese path to modernization.The internal normativity and directivity of the"Dual Carbon"action are highly consistent with the construction goals of Chinese path to modernization,which is the internal value of the"Dual Carbon"action.Given China′s pivotal role in global climate governance,dDual Carbon"action itself is a globalist value pursuit of China as a responsible great power,and an significant manifestation of China′s proactive assumption of international responsibilities and promotion of building a community with a shared future for mankind.China′s"Dual Carbon"action has been a key part in global climate governance,and has formed both mutually supportive and mutually restrictive relations with global climate governance.Thus,it has strong external normativity and directivity.This is where the external value of the“Dual Carbon”action lies.
