“含绿量”如何赋能“含金量”:生态产品价值转化的理论逻辑与实现机制--基于浙江省L市政策“组合拳”的考察分析

摘　　要：生态产品价值转化是践行“两山”理念、跨越“富饶的贫困”的重要环节,也是一个渐次激活生态资源、促成生态资源价值显化、创造生态系统“盈余”和“增量”的阶段性递升过程,鉴于该过程的渐进性、复杂性、波动性,如何基于制度化、长效化的策略来引导和保障该过程的稳定有序进行,成为实现生态产品价值有效转化的肯綮所在。基于对浙江省L市的案例考察可以发现,L市采取政策“组合拳”的方式,通过构建政策矩阵、提升政策执行主体交互并吸纳政策目标群体、调整政策执行结构和加强政策学习,发挥出政策整合的优势,揭示了促成生态产品价值有效转化的政策“密码”。参照L市的政策“组合拳”思路,生态产品价值的有效转化有赖于层次分明、协同有序、张弛有度的政策系统的谋划与运行,需通过立体化政策的塑造与“溢出”以及政策属性再建构,形成统筹多项政策关系的运作方式,为生态产品价值转化提供结构性、过程性和动力性支持。The transformation of ecological product value is a crucial step in practicing the"Two Mountains"philosophy and overcoming the"paradox of poverty amidst abundance."It is also a progressive process that gradually activates ecological resources,manifests their value,and creates"surplus"and"incremental"benefits for ecosystems.Given the gradual,complex,and fluctuating nature of this process,how to guide and ensure its stable and orderly progression through institutionalized and long-term strategies has become the key to achieving effective ecological product value transformation.A case study of City L in Zhejiang Province reveals that by employing a"combination punch"of policies,City L has constructed a policy matrix,enhanced interaction among policy implementers and target groups,adjusted the policy implementation structure,and strengthened policy learning,thereby leveraging the advantages of policy integration and uncovering the policy"code"for effective ecological product value transformation.Drawing on City L′s approach,the effective transformation of ecological product value relies on the planning and operation of a well-structured,coordinated,and flexible policy system.This requires the shaping and"spillover"of multi-dimensional policies,as well as the reconstruction of policy attributes,to form an operational mechanism that coordinates multiple policy relationships.Such a mechanism provides structural,procedural,and motivational support for the transformation of ecological product value.
