摘 要:促进国家生态安全更加稳固,是新阶段全面推进美丽中国建设的重要目标。面对生态风险衍生及其威胁转化的复杂性与隐蔽性以及生态体系建设与生态安全维护的融合性与动态性特征,数智技术能够通过制度体系创新、组织结构调适、生态系统态势感知与敏捷决策等机制实现对国家生态安全体系建设的赋权和增能。数智赋能国家生态安全的效能机制,具体体现于生态信息需求与数据联通聚合、数据管理分析与安全态势感知、敏捷决策响应与生态安全治理、安全体系评价与安全韧性强化等系统性过程。基于这一系统性过程要求,需要通过建立数字化生态监测体系、强化技术应用和算法迭代、循数优化生态安全组织治理体系以及建构生态安全数智化评价机制等数智化实践路径,从而提升生态安全体系的态势感知敏锐度、决策响应敏捷性、治理执行高效性和评价反馈建设性,筑牢国家生态安全屏障。Promoting a more stable national ecological security is a crucial objective in the comprehensive advancement of Beautiful China construction in the new stage.In the face of the complexity and concealment of ecological risks′emergence and their threat transformation,as well as the integrative and dynamic characteristics of ecological system construction and ecological security maintenance,digital-intelligence technologies can empower and enhance the development of the national ecological security system through mechanisms such as institutional system innovation,organizational structure adaptation,ecological security situation awareness,and agile decision-making.The practical efficacy mechanism of digital-intelligence empowering ecological security is specifically manifested in systematic processes including ecological information demand and data connectivity and aggregation,data management analysis and security situation awareness,agile decision-making response and ecological security governance,and security system evaluation and resilience enhancement.Based on these procedural requirements,constructing a digital-intelligence strategy system oriented towards national ecological security encompasses establishing a digital ecological monitoring system,strengthening technology application and algorithm iteration,optimizing the ecological security organization and governance system based on data,and building a digital-intelligence evaluation mechanism for ecological security.Only through these measures can we enhance the sensitivity of situation awareness,the agility of decision-making responses,the efficiency of governance execution,and the constructiveness of evaluation feedback empowered by digital-intelligence technologies,thereby fortifying the national ecological security barrier.
