体育促进性别平等事业可持续发展:联合国共识的形成、内容、影响及启示

摘　　要：性别平等是社会进步的关键衡量尺度,更是人类实现可持续发展的重要目标。随着《变革我们的世界——2030可持续发展议程》的深入推进实施,体育促进性别平等事业可持续发展的功能价值凸显,并在世界范围内引发体育观念的变革。运用文献研究法探讨了体育与性别平等事业可持续发展的关系,分析了联合国关于体育促进性别平等事业可持续发展共识的演变历程以及在国际社会产生的影响。从提高性别弱势人群的体质健康水平、促进学校体育教育普及性别平等理念、增赋妇女发展权能3个方面归纳了联合国关于以体育促进性别平等事业可持续发展的预期效果。分析后认为对中国的启示是:1)重视体育在促进性别平等事业可持续发展方面的功能价值;2)确立以体育促进性别平等事业可持续发展的基本准则;3)完善以体育促进性别平等事业可持续发展的法律体系;4)进一步营造以体育促进性别平等的文化氛围。Gender equality is a key measure of social progress and an important goal for human beings to achieve sustainable development.With the implementation of“Transforming Our World-2030 Agenda for Sustainable Development”,the value of sport for the sustainable development of gender equality has been emphasized,and it has triggered a worldwide change in the concept of sport.Using the literature research method to explore the relationship between sport and the sustainable development of gender equality,we analyze the evolution of the United Nations’consensus on the promotion of sport for the sustainable development of gender equality and the impact it has had in the international community.The expected effects of the UN consensus on sport for the sustainable development of gender equality are summarized in three aspects:improving the physical fitness level of gender-disadvantaged people,promoting the popularization of the concept of gender equality in school physical education,and empowering women’s development.The analysis concludes that the implications for China are:1)to emphasize the functional value of sport in promoting the sustainable development of gender equality;2)to establish a basic guideline for the sustainable development of gender equality through sport;3)to improve the legal system for the sustainable development of gender equality through sport;4)to further create a cultural atmosphere for the promotion of gender equality through sport.
