基于SBM——Malmquist的江苏城市高质量发展水平评价

摘　　要：城市的高质量发展是国家发展的重要支撑。本文以新发展理念为理论框架,从投入产出视角出发,构建江苏省城市高质量发展水平评价指标体系,并运用Super-SBM模型和Malmquist指数对城市高质量发展进行评价。通过对江苏省13个城市2018-2022年的高质量发展效率进行静态评价,发现江苏省整体发展效率较高,但存在区域差异性,呈现苏南稳定发展、苏中显著跃升、苏北存在较大差距的局面。动态评价方面,江苏省近5年城市高质量发展的生产率在显著提升,且区域差异性较小。研究最后针对各城市高质量发展水平的差异性和面临的挑战,提出相关建议。江苏省需加大区域协调发展,同时针对不同城市制定个性化发展战略,为江苏各城市高质量发展提供理论依据。The high-quality development of cities is an important support for national development.This paper takes the new development concept as the theoretical framework and starts from the perspective of input-output to construct a comprehensive evaluation index system for the high-quality development level of cities in Jiangsu.Using the Super-SBM model and the Malmquist index,the paper evaluates the high-quality development of cities in Jiangsu from 2018 to 2022.Through the static evaluation of the high-quality development efficiency of 13 cities in Jiangsu from 2018 to 2022,it is found that the overall development efficiency of Jiangsu is high,but there are regional differences,with development in southern Jiangsu,a significant leap in central Jiangsu,and a large gap in northern Jiangsu.In the dynamic evaluation,the productivity of urban high-quality development in Jiangsu has been significantly improved in the past 5 years,and the regional disparity is relatively small.Finally,based on the differences and challenges faced by each city in terms of high-quality development,relevant suggestions Jiangsu needs to strengthen regional coordinated development,and different cities need to formulate individualized development strategies to provide theoretical support for the high-quality development of cities in Jiangsu.
