摘　　要：为贯彻落实党的二十届三中全会精神,2024年,各省(自治区、直辖市)人大及其常委会深入学习领会习近平总书记在庆祝全国人民代表大会成立70周年大会上的重要讲话精神,围绕党和国家中心工作,紧密结合地方实际,制定地方性法规291件,修改423件,废止115件,批准设区的市地方性法规583件,修改362件,废止74件。2024年地方立法工作,坚持在法治轨道上深化改革,与时俱进地完善人民代表大会制度相关地方性法规,在发展新质生产力、优化营商环境、生态环境保护、基层社会治理等领域制定通过了一大批体现时代要求、反映地方特色的法规,以高质量立法保障高质量发展,以法治保障推进中国式现代化。In implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee in 2024,the people's congresses and their standing committees in various provinces(autonomous regions and municipalities directly under the Central Government)thoroughly studied and understood the important speech delivered by the General Secretary Xi Jinping on the 70th anniversary of the founding of the National People's Congress.Centering around the central work of the Party and the state,and closely combining with local realities,291 local regulations were formulated,423 were revised,and 115 were abolished.Additionally,583 local regulations of cities divided into districts were approved,362 were revised,and 74 were abolished.In 2024,local legislative work adhered to deepening reforms on the track of the rule of law and kept pace with the times to improve local regulations related to the system of people's congresses.A large number of regulations that reflect demands of the era and characteristics of local areas were formulated and passed in fields such as developing new quality productive forces,optimizing business environment,protecting ecological environment,and improving grassroots social governance,to achieve high-quality development through high-quality legislation and promote Chinese modernization through legal guarantee.
