安徽省制造业低碳发展水平测度及政策建议

摘　　要：制造业低碳发展是实现“碳达峰”和“碳中和”目标的关键。安徽省作为长三角一体化发展中的重要成员,其制造业低碳发展对于长三角区域低碳发展具有重要意义。为了准确呈现安徽省制造业低碳发展状况,构建了制造业低碳发展水平测度指标模型。组合运用层次分析法(AHP)和熵权法为各指标赋权重。收集2013—2022年安徽省统计年鉴数据,实证测度安徽省制造业低碳发展水平。测度结果发现,安徽省制造业低碳发展水平总体趋势向好。二级指标中,经济发展水平不断提升,能源消耗水平波动中不断优化,技术创新水平稳步提升,环境影响水平出现下降趋势。基于安徽省制造业低碳发展水平状况,提出安徽省制造业绿色低碳发展对策。The low-carbon development of manufacturing industry is the key to achieve the goal of carbon peak and carbon neutrality.As an important member of the integrated development of the Yangtze River Delta,the low-carbon development of the manufacturing industry in Anhui Province is of great significance to the low-carbon development of the Yangtze River Delta region.In order to accurately present the low carbon development status of the manufacturing industry in Anhui province,a low carbon development level measurement index model of the manufacturing industry has been constructed.The Analytic Hierarchy Process(AHP)and entropy weight method are combined to give weight to each index.The data of Anhui Statistical Yearbook from 2013 to 2022 are collected to empirically measure the low-carbon development level of the manufacturing industry in Anhui province.The measurement results show that the overall trend of low carbon development level of manufacturing industry in Anhui province is good.Among the secondary indicators,the level of economic development continues to improve,the level of energy consumption continues to optimize,the level of technological innovation steadily improves,and the level of environmental impact shows a downward trend.Based on the low carbon development level of the manufacturing industry in Anhui province,this paper puts forward the green and low carbon development countermeasures for the manufacturing industry in Anhui province.
