摘　　要：选取2005-2022年中国内地31个省份面板数据,实证检验数字规制政策对技术创新扩散的影响与内在作用机理。结果表明:数字规制政策可赋能技术创新扩散;相比中西部地区,数字规制政策的赋能效应在东部地区、东北地区更显著;相比原始创新阶段,数字规制政策的赋能效应对中试阶段、成熟阶段的技术创新扩散作用更显著;数字规制政策通过加强知识产权保护对技术创新扩散产生正向影响;数字规制政策对知识产权保护与技术创新扩散关系具有双重门槛效应,当数字规制政策指数处于(0.3325,0.4416]区间时,知识产权保护对技术创新扩散的赋能作用最显著。In recent years,China has launched a comprehensive deployment of innovation policies,trying to cultivate new international competitive advantages with technological innovation and build a modern economic system.Given the potential gap between knowledge and technology,innovation subjects effectively reduce the risk of innovation pilot links through technological innovation diffusion channels such as trade activities and industrial cooperation,and promote technological innovation to improve quality and efficiency in accordance with the innovation-driven development strategy.At present,the diffusion of technological innovation is supported by the underlying technologies such as cloud computing and big data,and the efficient link between the technology supply subject and the undertaking carrier can enhance the technology spillover effect and the re-creation effect of innovation achievements.However,it is necessary to realize that there are still many difficulties in the current technological innovation diffusion,such as imprecise definitions of ownership,unclear flow boundaries,and high transaction costs of intermediate goods,which seriously hinder the transfer process of technological innovation achievements.As an important institutional guarantee for the diffusion of technological innovation,digital regulation policies can reasonably regulate the definition of property rights in the process of digital migration of technological elements and improve the marginal revenue of R&D innovation activities.In essence,digital regulation policies can recast the application rules of digital elements in the context of the integration of data and reality.It is an institutional paradigm that can affect technology application,production mode and management form,and provide a solid institutional guarantee for the diffusion of technological innovation.In the process of developing digital regulation policies to promote the diffusion of technological innovation,intellectual property protection can balance the relationship between pate
