摘　　要：为提高乡村应急管理韧性,推进乡村应急体系建设。采用扎根理论和实地调研,从经济韧性、基础设施韧性、数字韧性和组织韧性4个方面构建乡村应急管理韧性评价指标体系。结合标准差修正的G1组合赋权法和云模型,建立乡村应急管理韧性评价模型并绘制云图,确定乡村应急管理韧性等级,并以A镇9个村为例进行实例分析。研究结果表明:A镇的乡村应急管理韧性尚未达到及格水平,与实地调研情况一致,证明该评价模型具有可行性。研究结果可帮助乡村应急管理队伍提高认识并为其指明优化方向,为提升乡村应急管理韧性提供参考。To enhance the rural emergency management resilience and promote the construction of rural emergency system,an evaluation index system of rural emergency management resilience was constructed from four aspects of economic resilience,infrastructure resilience,digital resilience,and organizational resilience by using the grounded theory and field investigation.Combining the G1 combination weighting method adjusted by standard deviation with the cloud model,an evaluation model of rural emergency management resilience was established,and the cloud map was generated to determine the level of rural emergency management resilience,and nine villages in A Town were used as a case study.The results show that the rural emergency management resilience of A Town has not yet reached a satisfactory level,which is consistent with the findings from field investigation.This demonstrates that the evaluation model possesses feasibility.The research results can help the rural emergency management teams improve their awareness and indicate optimization directions,thereby providing reference for enhancing the rural emergency management resilience.
