高等农业院校战略规划:文本样态、总体表征及优化思路--基于七所高校“十四五”规划文本的分析

摘　　要：战略规划是高等农业院校高质量发展的行动纲领,对推动农业农村现代化和农业强国建设起着重要支撑与引领作用。文章主要采用文本分析法,选取七所高等农业院校“十四五”规划文本,以“战略分析—战略选择—战略保障”为分析框架考察高等农业院校战略规划文本样态,进一步从战略分析合理性、战略选择适切性、战略保障可行性三维视角进行深入分析,发现高等农业院校战略分析动态关注国内外及高等教育内外环境与高校基础,对自身劣势的剖析较为薄弱;战略目标与任务注重对国家战略需要与农业发展需求的响应,对高校外部信息的反应能力有待提高;战略保障措施重视统筹资源、机制、领导等,战略规划实施机制有待加强。基于此,从服务农业强国战略、厘定高等农业院校独特战略定位、科学制定高等院校特色规划文本等向度提出优化思路。Strategic planning serves as the action program for the high-quality development of higher agricultural colleges and universities,playing a crucial supporting and guiding role in advancing the modernization of agriculture and rural areas,as well as the construction of a strong agricultural nation.This article primarily employs the text analysis method,selecting the“14th Five-Year Plan”texts of seven higher agricultural institutions and constructing an analytical framework of“strategic analysis-strategic choice-strategic guarantee”to examine the textual pattern of their strategic planning.Upon further in-depth analysis from a three-dimensional perspective—strategic analysis of rationality,strategic choice of relevance,and strategic security feasibility—it is found that the strategic planning of these institutions pays attention to both the domestic and international higher education environments and the university s foundation.However,its analysis of inherent disadvantages often fails to pinpoint the core issues.While strategic goals and tasks reflect national strategic needs and agricultural development requirements,they do not adequately consider the university s educational philosophy.Safeguards aim to coordinate resources,mechanisms,leadership,and other aspects but tend to be more macroscopic and prone to formalism.Based on these findings,an optimization path is proposed,focusing on serving the strategy of building a strong agricultural nation,defining the unique strategic positioning of higher agricultural colleges and universities,and scientifically formulating specialized planning texts for these institutions.
