摘　　要：探索科学高效的山水林田湖草沙一体化保护和修复项目筹资策略是改善生态环境质量、构建良好生态格局的应有之义。我们依据筹资参与主体及实践方式,将我国山水林田湖草沙一体化保护和系统治理筹资渠道分为财政投入、企业自筹、项目融资以及绿色金融,分析了筹资过程中存在的问题,为进一步提升筹资能力和水平、实现山水工程高质量可持续发展提出了相应对策,以期为更多公益性生态项目筹资决策制定、筹资活动开展、筹资风险规避等提供参考。Exploring effective financing strategies for integrated protection and restoration projects of mountains,rivers,forests,farmlands,lakes,grasslands,and deserts is crucial for improving ecological quality and establishing a sustainable ecological framework.Based on participating entities and practical approaches,this study categorized the financing channels for integrated protection and systematic governance of mountains,rivers,forests,farmlands,lakes,grasslands,and deserts in China into four types:fiscal investment,enterprises self-financing,project financing,and green finance.Then analyzed the challenges encountered during the financing process and proposed corresponding strategies to enhance financing capabilities and levels.The aim is to achieve high-quality and sustainable development of mountain-water projects.These recommendations are intended to provide valuable insights for the decision-making,activities implementation and risk mitigation in financing for other public ecological projects.
