生态产品价值实现机制试点的富农效应研究

摘　　要：以我国生态产品价值实现机制试点为准自然实验,运用双重差分模型、中介效应模型、合成控制法等方法,针对生态产品价值实现机制试点的富农效应、作用机制和异质性进行实证检验。研究发现:生态产品价值实现机制试点对农民增收具有明显的促进作用,但效应力度弱于财政支农水平,而农村人力资源、金融发展水平未能充分发挥减贫增收的功能;深入推进试点实践,有助于优化升级农村基础设施、推动产业结构合理化,从而带动农民致富;因我国东部、中部、西部地区资源禀赋、区域位置、经济发展水平等存在差异,试点省份之间在生态资源、比较优势等不尽相同,富农效果存在异质性。因此,大力提高农村“新基建”投入、科学规划农村产业结构布局、加大绿色金融产品创新、强化绿色生态人才队伍建设,有利于进一步推动生态产品价值实现,助力农民增收。This study used the pilots of ecological product value realization mechanism as a quasinatural experiment and applied methods such as the Difference-in-Differences(DID)model,mediation effect model,and synthetic control method to empirically examine the farmers’income-enhancing effects,mechanisms,and heterogeneity of these pilots.The findings indicate that the ecological product value realization mechanism significantly contribute to increasing farmers’income;however,the effects are weaker compared to fiscal support for agriculture.Moreover,the potential of rural human resources and financial development to reduce poverty and boost income remains underutilized.Deepening the implementation of pilot practices helps optimize and upgrade rural infrastructure,promote the rationalization of industrial structures,and thereby drive income growth among farmers.The farmers’income-enhancing effects exhibit regional heterogeneity due to disparities in resource endowments,geographic locations,and economic development levels across eastern,central,and western regions of China,as well as variations in ecological resources and comparative advantages among pilot provinces.Accordingly,increasing investment in rural“new infrastructure”,scientifically planning rural industrial structure layouts,fostering innovation in green financial products,and strengthening the development of green ecological talent pool are essential for further advancing the realization of ecological product value and enhancing farmers'income.
