摘 要:企业年金经过二十年的发展取得了显著成就,但是因覆盖面狭窄而饱受诟病。为了解决这个顽疾,提出“参加强度-受托集中度”理论分析框架,其“灵感”来自半个世纪以来国际上出现的三次养老金革命。在这三次养老金革命中,养老金组织管理形式发生了深刻变革,对推动DC型信托养老金扩大覆盖面作出了重要贡献,受到国际业界赞誉。将国际养老金改革主要措施归纳为引入自动加入机制和建立平台受托模式,据此提出的“参加强度-受托集中度”理论分析框架,既是对主要发达国家养老金组织管理形式改革前沿的总结,也是衡量养老金改革力度和运用FinTech深度的一个参照;既适用于第二支柱企业年金制度,也适用于第三支柱个人养老金制度;不仅可描述各类养老金计划的静态分布,还可分析各国养老金改革的动态趋势,同时也能洞察中国企业年金组织管理形式存在的问题及其导致覆盖面狭窄的原因。根据这个理论分析框架,以有效市场和有为政府推动企业年金覆盖面的扩大,为“十五五”规划期间完善多层次多支柱养老金体系提出改革建议。After 20 years of development,enterprise annuity has achieved significant success,but it has been criticized for its narrow coverage.To address this persistent issue,a theoretical analysis framework of“participation intensity-trustee concentration”was proposed,inspired by the three pension revolutions that have occurred internationally over the past half century.In these three pension revolutions,there have been profound changes in the form of pension organization and management,which have made important contributions to expanding the coverage of DC trust pension and have been praised by the international industry.The main measures of international pension reform are summarized as introducing an automatic joining mechanism and establishing a platform entrusted model.The theoretical analysis framework of“participation intensity-trustee concentration”proposed based on this is not only a summary of the forefront of pension organization management reform in major developed countries,but also a reference for measuring the strength of pension reform and the depth of FinTech application;Applicable to both the second pillar enterprise pension system and the third pillar individual pension system;Not only can it describe the static distribution of various pension plans,but it can also analyze the dynamic trends of pension reforms in various countries,and at the same time,it can also insight into the problems existing in the management form of Chinese enterprise pension organizations and the reasons for their narrow coverage.Based on this theoretical analysis framework,reform suggestions are proposed for improving the multi-level and multi pillar pension system during the“15th Five Year Plan”period by promoting the expansion of enterprise annuity coverage through an efficient market and a proactive government.
