摘 要:县域治理是国家治理现代化的重要基础和内在组成。近年来,随着资源下乡、监督下沉与现代化国家建设的推进,国家试图通过纵向调整行政控制权的分配结构,自上而下地设定治理目标和治理过程以规制基层治理体系。在上级对治理目标的高度关注与强激励之下,县域政府横向整合行政资源与权力配置的统合治理意志不断强化,期望能够突破科层体制的层级治理以取得直接治理的效果。然而,随着越来越多的中心工作在县域范围内展开,县域政府不得不持续设立各类议事协调机构来应对多重复杂的治理任务,这些领导小组和协调机构相互嵌套,呈现出再科层化趋势,县域政府的统合意志与领导注意力反而被进一步消耗和分散,实质上弱化了其统合治理的自主能力。因此,随着基层启动多中心工作模式,县域政府逐渐陷入愈是在横向依赖政治动员、集中治理资源和强化统合力度,愈是在纵向产生注意力泛化、激励失灵和治理悬浮的统合悖论困境。在央地关系调整下,超越统合悖论的关键在于重塑常规工作体制,并回归县域治理的主体性。County governance is an important foundation and internal component of the modernization of national governance.In recent years,with the promotion of resource allocation to rural areas,supervision sinking,and modernization of national construction,the central government has attempted to regulate the grassroots governance system by vertically adjusting the distribution structure of administrative control power and setting governance goals and processes from top to bottom.Under the high attention and strong incentives from superiors towards governance goals,the unified governance will of county-level governments to horizontally integrate administrative resources and power allocation continues to strengthen.However,as more and more central work is carried out within the county,the county government has to continuously establish various deliberation and coordination institutions to cope with multiple complex governance tasks.These leadership groups and coordination institutions are nested with each other,showing a trend of re-stratification.The unified will and leadership attention of the county government are further consumed and dispersed,essentially weakening its autonomous ability for integrated governance.Therefore,with the launch of the multi-center work mode at the grassroots level,county governments have gradually fallen into the integration paradox of horizontal dependence on political mobilization,centralized governance resources,and strengthened integration efforts,and vertical attention generalization,incentive failure,and governance suspension.Under the adjustment of central-local relations,the key to transcending the paradox of integration lies in reshaping the conventional work system and returning to the subjectivity of county-level governance.
