驻村治边:一种贯通性的边疆治理机制

摘　　要：驻村工作在不同区域表现出明显的差异性。在明显有异于内地的边疆地区,驻村对于克服边疆问题引起的治理难题与边疆治理“内卷化”问题,推动边疆社会中的国家基础权力建设,以及实现国家对边疆的贯通式治理,具有特殊意义。从组织形态来看,驻村如同一把楔子,直接将国家治理对接到一家一户,使得“国”与“家”连在一起。从治理资源来看,驻村将多样性的治理资源直接投放于以家户为单位的农民群体,实现了治理资源由国家贯通于农户的功能。从治理内容来看,驻村把边疆治理活动直接下沉于基层社会,通过治理重心下移来解决微观与基础的边疆问题。经由上述路径,驻村工作强化了边疆治理活动从中央到基层的贯通,将国家与边疆在乡村基层对接了起来。The village-residency system in China varies in different regions.In the frontier areas which are quite different from the inland areas,the village-residency system has special significance for overcoming the governance problems and the“involution”of the frontier governance caused by special frontier issues,promoting the national construction,and realizing the coherent governance in the frontier areas.In terms of organizational forms,the village-residency system,like a wedge,directly connects the national governance with the individual households,bringing“nation”and“family”linked together.In terms of governance resources,the village-residency system distributes diverse governance resources to individual farming families,achieving the interconnection of resources between the nation and farmers.From the perspective of governance implications,the village-residency system makes the frontier governance successful through grass-roots agencies,solving the fundamental and microscopic problems of the frontier governance at the grass-roots level.By the aforementioned methods,the village-residency system enhances the linking between the central government and the grass-roots villages,making the national governance and the frontier governance connected at the village level.
