摘　　要：设立跨行政区划检察院,是中央确定的一项重大司法体制改革任务,司法管辖是此项改革的关键。各地检察机关因地制宜,形成了关于跨行政区划检察院案件管辖的实践样本,形成了四种管辖模式。但由于改革法律依据缺失,跨行政区划检察院面临案件管辖不完善、特殊案件规模较小、上下诉讼关系不顺、检法管辖衔接机制不畅等问题,制约了改革的深入推进。新时代推进跨行政区划检察改革,应当坚持跨区划、特殊性、专业化、检法协同对应、上下一体推进五大原则,将环食药、大交通、知识产权、重大职务犯罪等案件类型纳入管辖范围,推动跨行政区划检察改革深化破局。The establishment of cross-administrative division procuratorates is a major judicial system reform determined by the central government,and judicial jurisdiction is the key to this reform.Local procuratorates have formed practical samples on the jurisdiction of cases of cross-administrative division procuratorates according to local conditions,and formed four jurisdiction models.However,due to the lack of legal basis for reform,cross-administrative division procuratorates are faced with problems such as imperfect case jurisdiction,small scale of special cases,impeded litigation relationship between the upper and lower levels,and poor coordination mechanism between the procuratorate and the court,which restricts the in-depth promotion of the reform.In the new era,the cross-administrative division procuratorial reform should adhere to the five principles of cross-administrative division,particularity,specialization,coordinated correspondence between the procuratorate and the court,and integrated promotion from top to bottom,and should include the types of cases such as environment,food and medicine,major transportation,intellectual property rights,major duty crimes,etc.into the scope of jurisdiction,so as to promote the deepening of cross-administrative division procuratorial reform.
