新中国成立前后公安教育的历史实践与当代启示——以山东省为中心的考察

摘　　要：新中国成立前后,山东公安教育面临探索具有时代特色警察教育制度的外源性驱动及形塑具有全新价值理念公安队伍的内生性诉求,逐步形成了警察学校与公安机关同向并行、政治素养与业务技能并重并举,以及特定群体与特色课程搭配设置的发展路径。新中国成立前后山东公安教育的现实启示包括:构建产教融合共同体、打造思政工作新生态以及探寻公安教育生命力。新中国成立前后的山东公安教育发展历程彰显出中国共产党在危机中寻求转机的执政智慧,为新时代深化公安教育改革提供宝贵历史经验。Before and after the founding of New China,the public security education in Shandong faced external driving forces to explore a police education system with Chinese characteristics and internal demands to shape public security team with new value concepts,gradually forming a development path where police schools and public security agency work in parallel,with equal emphasis on political literacy and professional skills,as well as the combination of specific groups and characteristic courses.The practical enlightenment of public security education in Shandong before and after the founding of New China includes:building an integration community of industry and education,creating a new ecology for ideological and political work,and exploring the vitality of public security education.The development process of Shandong public security education before and after the founding of New China shows the ruling wisdom of the CPC in seeking a turnaround in crisis,providing valuable historical experience for deepening reform of public security education in the new era.
