构建分工有序、运行高效的科技创新体系

摘　　要：建设完善的国家科技创新体系是全面贯彻新发展理念,提升整体创新效能,实现科技现代化的重要支撑和保障。虽然我国科技整体水平得到大幅提升,但对标高质量发展,实现高水平的科技自立自强的战略要求,科技创新体系整体效能仍面临一些问题和挑战。文章阐述了构建高效科技创新体系的重要意义,分析了当前影响科技创新体系效能的主要因素,并提出了坚持和加强党对科技创新工作的全面领导、充分发挥政府在科技创新中的主导作用、切实发挥企业科技创新主体作用等构建高效科技创新体系的建议。Building a comprehensive national scientific and technological innovation system is an important support and guarantee for fully implementing the new development concept,enhancing overall innovation efficiency,and achieving technological modernization.Although the overall level of science and technology in our country has been significantly improved,there are still some problems and challenges facing the overall efficiency of the scientific and technological innovation system when compared to the high-quality development and the strategic requirements for achieving high-level technological self-reliance and self-strengthening.This article elaborated on the significance of constructing an efficient scientific and technological innovation system,analyzed the main factors currently affecting the efficiency of the scientific and technological innovation system,and proposed suggestions for building an efficient scientific and technological innovation system,such as adhering to and strengthening the comprehensive leadership of the Party over scientific and technological innovation work,giving full play to the leading role of the government in scientific and technological innovation,and effectively exerting the main role of enterprises in scientific and technological innovation.
